Pick a color you like, then go to the "Effects" and drop "BCC Turbulence Effect" on Track 2. You can find it under the "Boris FX" category. Now, you can change a bit of displacement on text. Place the playhead at the starting point. Under "Turbulence" Settings, turn on the "Scale" keyframe and set the "Scale" at 150. Then, turn on the "Intensity" keyframe and set it at 300. To get rough edges, drag Slide "Scale" toward the left side.
