All videos you can find on YouTube are protected by intellectual property regulations, and you can’t use them without the copyright owner’s permission. The only way to avoid to be absolutely sure that your reaction video isn’t violating the law is to contact the video creator and ask for permission to use their intellectual property. However, most YouTubers are reluctant to let others download and edit their videos unless they already have a large fan base.
